The proposed project aims to assist the National Office for Risk and Disaster Management (BNGRC) to benefit from targeted technical assistance to improve the country's resilience to climate hazards. The project also provides support to community-based risk and disaster management (DRM) actors, whose involvement can be critical to progress towards inclusive and sustainable development. The project has retained two main components that are interrelated and mutually reinforcing, namely (1) strengthening the technical, operational and institutional capacities of the BNGRC and the national platform at central and decentralised levels for effective monitoring; (2) developing disaster monitoring and risk management systems, knowledge, information systems and exchange of experiences to achieve the objectives of disaster risk reduction (DRR), recovery, rehabilitation and reconstruction (the 3Rs) and testing capacities to adjust them The total cost of the project, excluding taxes and customs duties, is UA 1,000,000.00, to be mobilised from the Transition Support Facility (TSF). Its implementation, through the acceleration of the national information exchange and feedback system (SNERI) and the expansion of the network of specialised Civil Protection Units, will greatly contribute to strengthening resilience and the capacity to adapt to risks related to natural disasters by drastically reducing response times through a policy of increased prevention, particularly in 6 regions at risk of cyclones and floods. The duration is twenty-four (24) months maximum.
The overall objective of the project is to contribute to green economic growth by strengthening the resilience of vulnerable populations and by accelerating and sustaining the reduction of natural, climatic and man-made disaster risks. Specifically, the project aims to i) Develop preventive actions through the establishment of an appropriate and efficient organisation, by strengthening the technical and operational capacities of the national platform (BNGRC, its branches and partners) at central and decentralised levels; and, through disaster watches, risk management, knowledge, information systems and experience sharing; ii) Strengthen synergy and increase the interoperability of the various partners by reinforcing the strategic partnership, coordinating external aid, managing the influx of international humanitarian actors and by providing specific materials and equipment to support crisis management and projectable assessment, recognition and coordination modules.
The project will be implemented by the National Office for Risk and Disaster Management (BNGRC) in five of the most vulnerable regions, namely Atsimo Andrefana, Analanjirofo, Menabe, Sofia and Vatovavy Fitovinany. The main beneficiaries are the BNGRC, the GRC actors and the populations of the 6 targeted regions at risk.
