The PPF Project mobilization, protection and valorisation of water resources and the Strengthening of Resilience to Climate Change (PMP-VREAU - PPF Phase) aims, through studies and capacity building, to establish the basis for an inclusive, sustainable and efficient management of water infrastructures and resources in Madagascar. It has been designed in view of the criticality of the issue and the limited means of the Republic of Madagascar (RoM) and is the most effective instrument to ensure good quality at entry and effective implementation of the PMPVREAU Project. The PPF will also serve to strengthen the capacities of the sector's stakeholders and make available the knowledge products necessary for the harmonious, integrated and inclusive development of the sector as well as for the efficient management of water resources and hydraulic works in Madagascar. Specifically, it will contribute to (i) create the conditions for achieving 100% access to water in the project area by 2030 through the development of adequate infrastructure that is resilient to the effects of climate change, and strengthen the quality and efficiency of the water service; (ii) Establish the basis for adequate and responsible governance of the water resource, taking into account the competitive uses of the resource at the scale of the basins (iii) Ensure full resilience of the ecosystems and populations of the project area to the effects of climate change. It will be implemented around 3 components: (I) Improvement of knowledge, Monitoring and Governance of the Water Resource; (II) Preparation of Integrated and Sustainable Infrastructure Development; (III) Project Management and Coordination.
The objective of the PPF is to improve the efficiency of investments made in the water sector through studies and capacity building activities, and to make available knowledge products that will structure harmonious and inclusive development, as well as efficient management of water resources and hydraulic works in Madagascar. The investment project "to result" from this PPF aims to "Contribute to the reinforcement of the resilience of Ecosystems and populations to climate change through actions for the mobilisation, protection and valorisation of water resources".
The studies to be prepared within the framework of this PPF will directly benefit, through their implementation, the populations of the regions of Analamanga, Vakinankaratra, Amoron'i Mania, Haute Matsiatra, Ihorombe and Androy, which will be equipped by 2025 with water resource mobilisation infrastructure works for multiple uses, in particular drinking water supply, irrigation and energy production. Indirectly, the project will benefit other regions of the country, particularly those most affected by the effects of climate change.
