The present intervention concerns the Support Project for Capacity Building for the Analysis of Structural Vulnerability Factors and the Promotion of the Blue Economy (ARCEB). It aims to fill the knowledge gap by supporting the design and implementation of reforms and policies to accelerate the achievement of the African Development Bank's "High-5" priorities in Madagascar. The project has three main components: (a) capacity-building for public policy analysis; (b) support for the promotion of the blue economy; and (c) support for the coordination of activities.
The objective of the project is to contribute to poverty reduction through faster and more inclusive economic growth. Specifically, the support aims to: (i) strengthen the country's capacities for better integration of structural vulnerability factors into public policies; (ii) study the manufacturing sector with a particular focus on agro-industrial value chains; (iii) study the political economy of energy sector reform; (iv) prepare the reform and investment framework for the promotion of the blue economy.
The main beneficiary of the project is the Government of Madagascar.
