The present intervention concerns the Support Project for the Mobilisation of Public Revenue (AMRP). It aims to support the design and implementation of reforms aimed at increasing the mobilization of tax and non-tax revenue. The project has three main components: (a) support for the professionalization of revenue mobilization administrations; (b) support for the improvement of tax policy; and (c) support for the coordination of activities.
The objective of the project is to support the design and implementation of reforms aimed at increasing the mobilization of tax and non-tax revenues to support the country's development policy. Specifically, the support aims to: (i) analyse the options for professionalizing tax and non-tax revenue mobilisation administrations with a view to achieving an own revenue ratio to GDP of at least 18% by 2025; (ii) design a new generation of reforms for the modernisation of revenue mobilisation administrations to improve the business climate by fighting tax evasion and corruption more effectively; and (iii) analyse the potential of tax and non-tax revenue niches that could be explored in natural resource management (mining, land, forestry, fisheries, etc.) and define the appropriate measures to be taken to significantly increase revenues.
The main beneficiary of the project is the Government of Madagascar.
