Project General Description

The proposed Project for Strengthening Governance through Digitalisation (PREGODI) aims to support the Government of Madagascar's efforts to improve governance and public financial management through increased digitalisation. The grant is for a total amount of one million (1,000,000) Units of Account from the Transition Support Facility (TSF) Pillar III resources under ADF-15. The TAF Pillar III resources that are the subject of this operation support capacity building, notably through the provision of technical assistance for the development of digital solutions and human capacity building in the use of digital tools. Digitalisation and capacity building will enable the Independent Anti-Corruption Bureau (BIANCO) to fully exploit the potential of the new asset declaration regime in the fight against corruption and Illicit Financial Flows (IFFs). The operation has three (3) components, namely: (i) optimising public debt management through digitisation; (ii) strengthening the fight against corruption and IFFs through digitisation; and (iii) project management. The duration is 36 months maximum.

Project Objectives

The overall objective of the proposed project is to build resilience through better use of public funds and increased trust in institutions, by strengthening debt management and anti-corruption institutions through digitisation. The specific objectives of this support are to: (i) Make debt management more efficient and transparent and optimize the management of the public debt portfolio through digitization and capacity building of the Directorate General of Public Debt (DDP); (ii) Strengthen the capacity of BIANCO and the Financial Intelligence Service (SAMIFIN) to take full advantage of the asset declaration tool in the fight against corruption and IFF through digitization.

Beneficiaries

The direct beneficiaries of the support are Madagascar's Ministry of Economy and Finance (notably the Directorate General of Public Debt (DDP), the Financial Intelligence Service (SAMIFIN), the Independent Anti-Corruption Bureau (BIANCO) and civil society. The Malagasy population as a whole will also ultimately benefit from the results of this support through, among other things, better use of public funds and increased efficiency of the state thanks to (i) an optimised debt portfolio to maximise high-impact public investments in infrastructure and public services while maintaining debt sustainability and macroeconomic stability (ii) as well as increased transparency in the public sector leading to a reduction in corruption and leakages of public funds.
