Project General Description

The Economic Governance Support Project (PAGE) is part of a concerted effort by the international community to restore the legitimacy of the State, meet the challenge of restoring the normal functioning of the administration and promote economic recovery, in particular by improving the business environment. The aim of PAGE is to help the Government to respond to the urgent arising needs from the successive crises (security, political and institutional) that have affected the country, and to mitigate their impact on the populations. Through this support, the proposed intervention will contribute to restore the normal functioning of the public administration throughout the country. It will, in particular, restore public financial management capacity and consolidate the achievements of previous capacity-building projects. In addition, PAGE will help improve the services provided to private economic operators to facilitate international trade, enhance access to credit and streamline business procedures. This will therefore help to foster enabling conditions for a rapid recovery of the economy driven by the private sector. The PAGE will be implemented over 48 months, and will also contribute to the implementation of measures agreed between the Malian authorities and the African Development Bank under the Emergency Program to Support Economic Recovery (PUARE).

Project Objectives

The overall objective of the project is to contribute to restoring public financial management capacity and creating the necessary conditions for the gradual recovery of the economy, through the strengthening of institutional capacities in order to improve the business environment. The specific objectives of the project are: restoring the normal functioning of the administration in charge of public financial management across the country, improving budget planning and preparation, reinforcing budget execution and control, and enhancing resource mobilization.


The main beneficiaries of the project are: (i) the State of Mali as a whole which will see its institutional capacities restored, its structures strengthened and its resources increased; (ii) the departments in charge of economic and financial administration which will be in a position to rationally manage public expenditures, mobilize additional domestic revenues to direct them to social sectors; and (iii) the private sector which will benefit from a business environment more conducive to the development of productive and commercial activities. Overall, by improving the quality of public services, the project will benefit all Malians. They will be the primary beneficiaries of jobs created, notably by improving the efficiency of socio-economic services.
