The proposed operation concerns a grant of UA 6 million to be awarded from Pillar I resources of the Transition Support Facility (TSF) to the Republic of Mali for financing the Governance Structures Support Project (PASG). PASG is an institutional support project focused on governance and public finance management. This type of assistance allows the Bank to assist the Government in efficiently implementing its development plan by building the institutional capacity of public administration. The Project has three operational components and one relating to project management: (i) build capacity to fight corruption and illicit enrichment and financial flows; (ii) build public expenditure control capacity; (iii) build domestic resource mobilisation capacity; and(iv) project management. The project will be implemented over 48 months (December 2021-December 2025).
PASG’s objective is to help build capacity to fight corruption, illicit enrichment and illicit financial flows, control public expenditure and mobilise domestic resources to create more favourable conditions for Mali’s gradual emergence from its situation of fragility.
PASG’s direct beneficiaries will be the Central Agency for Combatting Illegal Enrichment (OCLEI), the National Financial Information Processing Centre (CENTIF), the National Directorate of Financial Control (DNCF), the Inspectorate of Finance (IF) and the Directorate General of Taxes (DGI) whose capacity will be built up under PASG. PASG’s indirect beneficiaries will be the taxpayers and Malian citizens, whose budget efficiency and effectiveness should improve. They will also benefit from enhanced public service delivery.
