The National Integrated Rural Water Sector Project (PNISER) is part of the overall policy of the water resource sector's development and management in Mauritania, particularly in rural areas. It is located in the wilayas of Gorgol and Brakna (Southeast) and Tagant (Center). The PNISER focuses on a programmatic approach and a strategic vision highlighting the multiple uses of water. This project is based on a participatory and integrated approach whose innovation lies in: (i) taking into account human, pastoral and agricultural needs given their economic and social role; ii) a strategic vision to develop a structured action framework integrating the sector’s needs by 2030; iii) a better synergy between the departments involved to go beyond the limits of the sector's approach. In other words, its implementation will enable the construction of water and sanitation Infrastructures (drinking water, pastoral and small-scale irrigation) in deficit areas and for vulnerable populations as well as the development of a national program and an action plan for the various water uses, which will allow a better coordination of the operations and contribute to boost investments in the water sector thanks to a coherent institutional framework of integrated management based on the program’s approach. The project will be implemented over a period of five years starting in January 2013.
The main objective of the project is to: (i) improve the living conditions of rural and pastoral populations through water supply for different uses (drinking water, small-scale irrigation, pastoral water supply and sanitation) and (ii) enhance the sector's governance through the development of an integrated national strategy for water resource mobilization and management.
The main beneficiaries are rural populations, cattle breeders, vulnerable rural groups, especially women who are very active in market gardening, as well as youths, craftsmen, SMES and the technical services in charge of water resources and rural development. More than 250,000 heads of livestock will benefit from improved water availability for watering. Approximately 40 ha of small irrigated areas will benefit women and youths, and will generate additional income.
