The present intervention is relative to the technical assistance grant for health sector review and formulation of a comprehensive strategy for the health sector. It's designed by the Governement of Mauritius with the support of the African Development Bank. As part of this project, the technical assistance staff should be accountable to the Ministry of Finance and Economic Development and should operationnally report on a daily basis to the working Group set up by the Ministry of Health and Quality of life (MoH&QL).
The objective of the project is the preparation of a Health Sector Strategy (HSS) and its corresponding Program-Based Budget. The HSS should in particular: (i) address priority needs, in particular that of the poor, the women and other vulnerable groups; (ii) address health financing, efficiency and sustainability issues; (iii) be evidence-based and make use of national and international experience; (iv) take stakeholders' concerns into account.
The direct beneficiary of this assistance is the Ministry of Health and Quality of life (MoH&QL). In addition, this project should ultimately benefit the entire population of Mauritius.
