Project Objectives

The main objectives of the proposed study are to: (i) identify and assess opportunities in the industrial sector which are critical for development and/or in which Malawi has either global or regio- nal comparative advantage; (ii) identify and study constraints barring industrial development; (iii) study and recommend measures needed to stimulate industrial production; (iv) estimate the requi- red financial and other resources for implementing the identified opportunities and (v) study the possibilities of expanding and starting new export-oriented industries in Malawi, especially through manufacturing under bond operations and export processing zones. In order to attain these objectives the ISOP study will con- centrate on the following major areas: - resource base for industrial development includint human, energy, agricultural, mining and technical resources; - domestic, regional and overseas markets, with special emphasis on backward and forward linkages; - policy framework, institutional setting and incentive; - investment and other resource requirement; - appropriate arrangements for Malawi to attract investment for export-oriented production. - physical constraints on further industrial development inclu- ding transport, energy, telecommunications and other supporting infrastructures.
