The present intervention focuses on the Poverty Reduction Support Program I, which was designed to assist the GoM to implement its Poverty Reduction Strategy. It aims to contribute to economic growth and poverty reduction through better governance of the economy. The programme focuses on budget, audit and procurement reforms. The direct outcome of the programme is improvement in the credibility of the budget process; the strengthening of external scrutiny and audit functions to enhance accountability and value for money; and the strengthening of public procurement functions by accelerating the implementation of the Public Procurement Act. Thus, it (the program) should contribute to robust fiduciary arrangements that ensure transparency and accountability in the use of public resources. Delivery of basic (pro-poor) services is enhanced through better financial management and expanded through grants which increase fiscal space.
The overarching goal of the programme is to contribute to poverty reduction through improved governance while the objective is to improve public financial management accountability and transparency through support for PFM reforms. More specifically, the programme should support key reform measures aimed at enhancing the budget process, audit and procurement functions.
The direct beneficiaries are Malawi key public institutions of PFM responsible for fiduciary control and social delivery. The indirect beneficiaries are the population of Malawi, who should benefit from better public financial management, improved pro-poor budgetary allocation for social services delivery and better quality of life.
