The LinKar program’score vision is to contribute to economic transformation in Mozambique by stimulating- and enabling productive SME linkages with the evolving oil & gas companies to multiply the broader national benefits from the country’s oil & gas investments. LinKar Program is committed to leverage Mozambique’s gas resources to drive broader economic growth by expanding local linkages and creating sustainable local jobs. In recognition of the critical role that Mozambican SMEs can play in this effort, Empresa Nacional de Hidrocarbonetos(ENH)has established the LinKar program to contribute to this goal.
The LinKar program is designed to be an 8-year program, split into the first phase of 3 years to establish the foundation, and the second phase of 5 years to enable expansion. The Fund for African Private Sector Assistance(FAPA) funds are intended to support Phase 1, for which the following objectives are expected:?Create at least 120new jobs from SME’s in the oil and gas value chain; ?Identify 125 SME appropriate contract opportunities, including 25 partnership and/or JV opportunities, with a total of US$12m; ?Support 30 SMEs to win US$3m worth of contracts in the oil & gas value chain;?Facilitate to 30 SME’s access to finance of US$ 3m from Financial Institutions;?Provide technical assistance and in-dept advisory services for at least 150 SMEs, resulting in 75 SMEs reaching the required levels of competitiveness; ?Establish an SME competitiveness framework to define the capacity requirements for SMEs to access target contracts in the oil &gas value chain;?Develop for the SME’s a demand/supply versus opportunities matching framework in the oil and gas sector; and ?Based on the key lessons from previous programs to provide institutional support to ENH, where and when necessary, on the objective to enable the Institution to engage with all stakeholders and manage and implement a high-quality program in the country.
