The Programme de réforme économique et de bonne gouvernance pour la réduction de la pauvreté (PER GROP I) is part of the development community's support to the Government of Mozambique to bridge its external financing gap in 1997-1999 and at the same time implement the programme of economic reforms. Mozambique is one of the poorest countries in the world and its social indicators are among the worst in Africa. The Government has been implementing broad policy reforms since 1987, and these reforms have been effective in generating adequate supply response. Poverty in the country has remained pervasive and the greatest challenge facing the government is to sustain growth and ensure its benefits are broadly shared. The programme is the first in a series of four economic adjustment programmes that the ADF is so far supporting for this country. The proposed operation supports policy and institutional reforms in the following areas: (i) foreign trade and exchange; (ii) budgetary and fiscal management; (iii)financial sector reforms; (iv) privatization and public enterprise reform; (v) sectoral reforms covering agricultural, social, and transport sectors; (vi) environmental policy reforms; and (vii) governance and public administration. The program will help to strengthen the pro-poor macroeconomic and structural reforms. It will assist in redirecting social expenditures to the poor. The envisaged measures under the program will help reduce poverty and promote good governance.
The programme objective is to stimulate economic growth through further macroeconomic and structural adjustment reforms, within the overall context of the PFP (1997-1999). The PER GROP I will support policy and institutional reforms, which are designed to improve aggregate demand management and generate sustainable supply response.
The programme will benefit to the Government of Mozambique and will permit to increase the standard of living of the population in the country.
