The Human Resources Development Project (HRD), the second financed by the Bank Group in the education sector in Namibia, was approved in 1994. The project provides a comprehensive approach to human resources development and will enhance productivity in various areas of economic activity as espoused in Government of Republic of Namibia’s Transitional National Development Plan. It emanates from the lack of employable human resources and the need to emphasize appropriate curricula with adequate teaching aids, instructional materials as the most effective tools for training. The project to be implemented over a period of three and a half years comprises the following: (i) establishment of an information and instructional resource centre (IIRC); (ii) establishment of a user training capacity to enable various target groups to make optimum use of the IIRC and to make for the efficient management of the IIRC; (iii) project management to oversee the implementation of the project.
In sectoral terms, the project is to ultimately result in an improved quality and an increased capacity of employable human resources in Namibia. The immediate result of the project following its implementation will be a strengthened human resources development support system through the project outputs.
