The Basic Teacher Education Project (BTE), the first financed by the Bank Group in the education sector in Namibia, was approved in June 1993. The establishment of two Basic Teacher Education Colleges within the context of the present project is in consonance with Namibia’s and the Bank Group’s education policies, which aim at improving the quality of basic education. The project, which will be implemented over a period of 3 years, comprises: (i) Construction, and supervision of works, of two new Basic Teacher Education Colleges (BTECs) with a capacity of 300 students each at Rundu and Katima Mulilo; (ii) Strengthening of management capacity in the Ministry of Education and Culture (MEC) by providing a full-time Project Manager and necessary equipment and operating funds. The estimated total cost, net of taxes and duties, is FUA 12 million.
The ultimate objective of the project is an improved basic education system. The immediate objective is an upgraded pre-service basic teacher education through the establishment of two new teacher education colleges with an initial intake capacity of 300 students each and respectively turning out 100 graduates a year.
The project will benefit to the Ministry of Education and Culture (MEC) as well as people in disadvantaged rural areas of Rundu and Katima Mulilo. The two new centres will make available 600 student places with an annual output of 200 qualified teachers by the year 1998.
