The Third Structural Adjustment Programme (SAP III) which covers the 2001- 2003 period aims to support the implementation of the Government’s reform programme (2000-2003) stemming from its interim Poverty Reduction Strategy Paper adopted in October 2001. It's part of the economic and structural reforms implemented by the Government of Niger to promote economic growth and therefore fight against very persistent poverty. The purpose of the 2000-2003 programme was to pursue and intensify the reforms initiated in the preceding periods in order to improve the living conditions of the people and reduce poverty. SAP III comprises three components, namely: (i) improving the management of public resources; (ii) poverty reduction; and (iii) promotion of the private sector.
The overall objective of the programme is to pursue and deepen the reforms embarked upon since the 1990s in order to improve the living conditions of the people and reduce poverty. SAP III focuses on the following three major thrusts: (i) improvement of public resource management; (ii) promotion of the private sector aimed at enhancing its contribution to economic growth; and iii) improvement of the living conditions of the people and poverty reduction.
The project should benefit the entire Nigerien economic system as well as the population.
