The present intervention relative to the Environmental and Social Impact Assessment Study of the Kandadji program. It's a program that aims, among other things, to improve the living conditions of the population by ensuring food security through the integrated development of natural resources, the fight against desertification and the degradation of the environment, the regeneration of the natural environment and the coverage of energy needs. The program focuses on: (a) the construction of an 8.4 km dam of earth embankment with ancillary works; b) the construction of a hydroelectric plant of 130 MW and a high voltage line of 132 KV between Kandadji and Niamey with a length of 188 km; (c) the development of a first tranche of 6,000 ha irrigated; and, d) the implementation of the Environmental and Social Management Plan (ESMP) and Resettlement Plan (PR) of the populations to be displaced (5,290 households). The main components of the study are: (A) Phase I - baseline study, impact prediction, and preparation of the Environmental and Social Management Plan (ESMP); (B) Phase II - complete resettlement plan.
The purpose of the study is to provide a detailed environmental and social assessment of the Kandadji program and to determine the costs of the measures needed to mitigate the nuisance and maximize the positive impacts. The objectives of the Kandadji Program are: (i) to support low water and to mitigate environmental degradation, (ii) to ensure the sustainability of irrigation and water supply, (iii) to produce electrical energy through the creation of a tank of sufficient capacity. The program should meet the following needs: (a) drinking water supply for urban populations; (b) water supply for rural populations; (c) water supply of livestock; (d) water supply to industries; e) irrigation; f) contribution to the country's electricity supply; and (g) increasing the resilience of ecosystems to climate change.
This study should benefit the Nigerian authorities, the actors in charge of the promotion of the environment in Niger and finally the populations.
