Project General Description

This intervention is the second phase of the Reform and Economic Resilience Support Program (PARRE II) in Niger. PARRE is a programmatic series of three consecutive General Budget Support (GBS) operations covering the fiscal years 2017, 2018 and 2019. The first phase of the program (PARRE-1) has supported flagship measures in public finance and also in the context of strengthening the economic and social resilience of the country. The program thus contributes to meeting the major challenges and constraints that Niger continues to face in order to achieve sustainable and balanced socio-economic development. The challenges identified during the first phase of the program being still relevant, the second phase, will contribute to the achievement of the following results: (i) greater mobilization of tax revenues; (ii) improved transparency and efficiency of the procurement system; (iii) improvement of the business environment and the development of agricultural and mineral value chains, through better access to electricity, water and finance for small and medium-sized enterprises; (iv) greater empowerment of women to significantly reduce gender inequalities and the incidence of poverty. PARRE-2 keeps the same components of the program, namely: (i) Improved management of public finances and the business environment; and (ii) Improving the competitiveness of the economy and agricultural and nutritional resilience.

Project Objectives

The Reform and Economic Resilience Support Program aims to improve public financial management and consolidate inclusive and sustainable growth. More specifically, the second phase of the program will contribute to: (i) the mobilization of tax revenues; (ii) greater transparency and efficiency of the procurement system; (iii) improving access to electricity and water in order to increase the competitiveness of the economy; (iv) improving the business environment and empowering women.

Beneficiaries

The program will benefit the entire population of Niger, mostly young people. Thus, the direct beneficiaries of the program are the populations practicing in the agricultural field, particularly women, as well as pastoralists, thanks to the measures that will be carried out in the fields of livestock farming, pastoral hydraulics and irrigated systems. Nigerian companies are also beneficiaries of the program, through improved access to finance and other production factors.
