This project aims, for a period of twelve (12) months, to support the Government of Niger in mobilizing the resources necessary for the implementation of its Economic and Social Development Plan (ESDP) 2017-2021 and to strengthen the capacities of the structures whose role is decisive in the execution, coordination and monitoring-evaluation of development projects and programmes. The activities to be financed by this support were determined on the basis of the needs assessment, the priorities established by the Government, the Bank and the support of other TFPs. In consultation with the Government, the amount of the grant will be allocated to cover part of the cost of activities related to the mobilization of stakeholders and resources necessary for the financing of the 2017-2021 ESDP and the strengthening of the capacities of various key actors for its satisfactory implementation. Thus, the proposed intervention will include the following two components: (i) Support to the follow-up of the post round table on the ESDP; and (ii) Human and institutional capacity building for the implementation of the ESDP. The total cost of the project, net of taxes and duties, is estimated at UA 1,000,000.
The main objective of the project is to contribute to the strengthening of institutional capacities for the mobilisation of external resources and the smooth implementation of the ESDP 2017-2021. Specifically, the project aims to: (i) Support the Government in the mobilisation of partners and private investors for the financing of the ESDP; (ii) Strengthen national human and institutional capacities for the implementation of the ESDP; (iii) Strengthen the mechanisms for the implementation and monitoring of the ESDP through a management based on development results.
The main beneficiary is the Government of the Republic of Niger through the Directorate of Investment Financing (DFI) at the Ministry of Planning, under the supervision of the General Secretariat of the Ministry and the Directorate General of Development Programming (DGPD). The expected results are: (i) the resources foreseen at the round table for the financing of the ESDP 2017-2021 are mobilised; (ii) human and institutional capacities for the implementation of the ESDP are strengthened; and (iii) the ESDP is satisfactorily implemented.
