Project General Description

The proposed operation is a grant not exceeding UA 146,010.31 from MIC- TAF resources be awarded to the Government of Nigeria for the execution of the support project for Nigerian Extractive Industries Transparency Initiatives (NEITI). The proposed MIC-TAF Support activity is a result of the deeper engagement and dialogue the Bank currently has with the Nigerian government, complementing the delivery of the Bank’s current and planned operations and strategy in the country. This will help enhance the effectiveness of the NEITI in executing its mandate, strengthen its credibility and pave the way for the NEITI to mobilise additional sources of funding to ensure the sustainability of its ambitious work programme. The project includes a short-term consultancy assignment to review and assess the current guidelines and procedures for carrying out bids rounds and award of mining licences, identification of International best practices and development of new guidelines and procedures.

Project Objectives

Project objectives are to: (i) review the existing operational and procedural process in which contractual obligations are being executed and provide an improved and acceptable practice that is of international standard; (ii) develop a framework for monitoring licensing, bid rounds and issuance of mining leases in order to identify the gaps; (iii) build the capacity of NEITI staff and key stakeholders so as to transparently conduct and monitor bid round process, signature bonus, and all contractual obligations of all extractive industry companies.

Beneficiaries

The target beneficiaries will include key stakeholders involved in the development, monitoring and implementation of Bid rounds and award of mining licenses. They include: Nigeria Extractive Industries Transparency Initiative (NEITI), Department for Petroleum Resources (DPR), Ministry of Petroleum Resources (MPR), Nigeria National Petroleum Corporation (NNPC), Bureau for Public Enterprises (BPE), Mining Cadastral Office, Federal Ministry of Mines and Steels Development.
