Project General Description

The Inclusive Basic Service Delivery and Livelihood Empowerment Integrated Program (IBSDLEIP) is part of the Federal Government of Nigeria’s efforts to respond to the Northeast States' emergency transition, recovery and peace restoration. This program supports the implementation of the Buhari Plan, a strategic and peace building program aimed at stopping the devastating effects of Boko Haram's seven years of destructive insurgency. IBSDLEIP is a multi sectoral program which focuses on the intermediate and long-term components (12-60 months) of the Buhari Plan. The program focuses on selectivity, integration and includes three key components, including: (i) delivery of services promoting the restoration of basic social services, access to and use of these services in the areas of health, education, water and sanitation, and nutritional support; (ii) economic recovery; and (iii) program management and institutional strengthening.

Project Objectives

The program’s development goal is to contribute to reduce poverty and vulnerability in Nigeria in the context of the Northeast emergency transition, recovery and peacebuilding framework. Its specific objective is to improve the quality of life by increasing access of the poor and vulnerable segments of the populations to basic social services in water, sanitation, hygiene, health and education, as well as restoring livelihoods and strengthening food security and safety nets in the affected States in the Northeast.

Beneficiaries

The target population that will directly benefit from this program will mainly come from the most vulnerable groups, including the youth and women, with a special attention to poor rural populations in the local communities affected by the insurgency and vulnerable households (IDPs) returning to their communities. An estimated 14 million affected persons, including about 2.3 million internally displaced persons (including 53% women and 57% children), are expected to directly benefit from the delivery of basis services in health and nutrition, education, water supply and sanitation. More than 9,000 IDPs and vulnerable household heads will receive direct assistance to support their economic reintegration and their livelihoods; 2,032 SMEs (including 79% women) will be targeted to support them in setting-up and expanding their activities; 2,900 craftmen and construction mechanics working in the informal sector will be supported to enhance their quality and productivity, and 2,000 unskilled youth will be trained in economic skills conducive to employment and job creation.
