Project General Description

The present support covers the additional financing of the Electricity Access Improvement Project (SEAP) in Rwanda. SAEP is part of the government of Rwanda (GoR)’s program to expand access to electricity and is a standalone project that will be financed through a loan and grant from the ADF. The project will extend the national grid through 464 km of medium voltage (MV) and 710 km of low-voltage (LV) networks to connect new households and priority institutions along the constructed distribution network areas. It will also upgrade and rehabilitate two existing substations in Northern Province, the Gifurwe substation to 10MVA capacity and the Rulindo substation (also to be relocated) to 20MVA capacity. The upgrading and rehabilitation of Gifurwe and Rulindo substations will enhance the reliability and quality of supply of power to distribution networks and support expansion of electricity access. The project will ultimately improve the well-being, living conditions, and diversification of income-generating activities of the population and contribute to promoting sustainable economic growth and reducing poverty in Rwanda. It is expected to be implemented over a period of 24 months.

Project Objectives

The project’s development objectives are to support improvement of access to reliable and cost effective electricity services for households and priority public institutions, sustain the reliability of electricity supply in Rwanda and strengthen the institutional capacity of key sector players in the project. The expected outcomes are (i) improved access to electricity for households and priority public institutions in the proposed project area and (ii) sustained reliable electricity supply.

Beneficiaries

The key project beneficiaries will be an estimated 25,438 rural households living in both Northern Province (Rulindo and Gicumbi districts) and Western Province (Ngororero, Rusizi, Nyamasheke, Nyabihu and Karongi districts), representing around 127,000 people. In addition, public infrastructure will be significantly improved, as the project will provide access to modern, reliable energy to 179 schools, 29 health centers, and 25 sector administration offices. Finally, markets, business centers, and other major consumers will be given priority in the routing as per the program design. It is therefore expected that smallscale businesses and the few large commercial and industrial clients located in the area will benefit from the program.
