The third phase of the Skills, Employability and Entrepreneurship Program (SEEP III) is in line with the Bank Group's Ten-Year Strategy (SD) 2013-22, in particular key operational priorities of "skills and technology" and "private sector development". SEEP III project aims to contribute to inclusive growth and poverty reduction by improving labor productivity and promoting employment. It is also a follow-up program based on the strategies promoted under the first two SEEP phases that it consolidates. SEEP I and II aimed to create a critical mass of skills in Technical Education and Vocational Training and to promote business advisory services and the creation of new businesses. SEEP III will develop skills that will promote high value-added production in key sectors of the economy. The program focuses on two (2) components, namely: (i) skills and employability; and ii) business development.
The purpose of the program is to support the Government of Rwanda's efforts to promote inclusive growth and poverty reduction. The objective is to support the implementation of reforms aimed at developing skills, ensuring the relevance of skills and developing entrepreneurship and businesses.
The entire population (about 11.5 million people) in Rwanda will benefit from the program. The direct beneficiaries are women and youth, who account for about 40% and 52% of the total population respectively and have most Micro, Small and Medium Enterprises (MSMEs) since 2014.
