The Aid Information Management System (AIMS) project complements the Crisis Response Budget Support (CRBS) operation for Seychelles that aims to support the Government actions to lay the foundation for macroeconomic stability and quick recovery in the post COVID-19 pandemic period. The proposed project will finance technical assistance and capacity building activities to address capacity and knowledge gap in identified areas for effective aid management and borrowing, which will also enable Seychelles to attract and better manage international environmental funds. The project will contribute immensely to enhancing transparency in management of public resources through the creation of one repository for foreign aid data. By strengthening transparency and effectiveness of aid management, it will complement Component 3 of the CRBS operation that focuses on supporting fiscal consolidation efforts geared at creating additional fiscal space, which addresses debt management challenges. The project’s two components will reinforce each other to create a significant development impact through enhancing capacity for a transparent and accurate government reporting and effective aid management, coordination and programming.
The overall goal of the project is to strengthen the government’s aid management function in order to enhance transparency and accountability in the management of public resources. This general objective will be achieved through institutional strengthening by establishing a central database of all foreign grants that will enhance government’s ability to allocate its scarce resources consistent with the government’s medium-term fiscal framework. The system will support the government’s drive to improve aid data coordination through better recording, reporting & audit. The project will also enhance the capacity of the government to better balance financing needs and payment obligations over the medium-to long run, consistent with its post-COVID economic recovery strategy underpinned by a sound fiscal consolidation plan.
The direct beneficiaries of the project will be government officials involved in aid management activities. This will be mainly through technical assistance, training and mentoring for skills transfer purposes. In the long term, the positive impact of the project on the aid management transparency and efficiency will also help reduce the transaction cost and ensure sustainability through enhanced capacity of country systems.
