The project aims to provide improved access to adequate, safe and reliable water supply and public sanitation services for the three cities in Bo, Kenema and Makeni and to enhance the institutional, operational and management capabilities of the Sierra Leone Water Company (SALWACO), the main service provider for Water and Sanitation Services. The rationale for the choice of the three cities is that they are the three most populous settlements after Freetown. Together they host over 10% of the country’s population but access to safe drinking water averages around 5% and there is a high incidence of water borne diseases.
The project will address: (i) poor state of the existing water and sanitation facilities which were affected by the war; (ii) low institutional capacity in the sector generally and specifically poor performance of service providers; (iii) inadequate regulation; (iv) insufficient private sector participation; and (v) lack of sufficient resources for capital investments. The proposed project will achieve its objective through rebuilding of the existing infrastructure in schools, health centres and other public places like markets and motor parks in the three towns. The project will also enhance the institutional capacity, overall operational performance and long-term financial viability of SALWACO through institutional and organizational reforms and, capacity building.
The project will facilitate an increase in the number of people with access to adequate potable water supply from 12,404 in 2010 to 372,131, reduce the time spent by women and girls in collecting water from 1hr to 15 minutes, reduction in water wastages, and continuous water supply 24hrs a day, instead of just 5hrs a day. Net enrolment of girls in project communities is expected to increase from 47% in 2010 to 50%. The project also involves improving the current school sanitation situation from 500 pupils to 1 toilet compartment to 45 pupils to 1toilet compartment (benefiting over 90,000 pupils).
