The Structural Adjustment Loan (SAP) and the Social Action and Poverty Alleviation Loan (SAPAL) are in line with the Bank Group's medium-term lending programme for Sierra Leone, as stipulated in the 1991-93 Country Strategy Paper. SAPAL directly addresses the effects of SAP on vulnerable groups and implements the necessary measures to alleviate poverty. The loan focuses on short-term actions in the form of skill development, employment and income generating activities. The projects has two components, an institutional support component and a standby facility to finance sub-projects in areas like health, vocational training, community development initiatives and special programmes for women and the retrenched workers.
The project aims to support the Structural Adjustment Programme (SAP) for the period 1992-93 and SAPAL for the period 1992-94 set up by the Government. The objectives are to: (i) bring poverty issues to the forefront of the national policy debate; (ii) address directly the incidence of poverty resulting from the impact of SAP on vulnerable groups and to upgrade the capacity of local NGOs to formulate and implement projects on behalf of the poor groups, especially women.
The beneficiaries are vulnerable and poor groups, especially women and local NGOs.
