The ADF to-date has approved four balance of payments operations in support of Sierra Leone’s structural adjustment reform process. The total amounts approved in support of structural reforms constitute 25.7% of the net cumulative amounts approved to-date. The main objective of the first Structural Adjustment Loan (SAL) of UA 18.421 million, approved in October 1992, was to create macroeconomic stability, accelerate economic growth and combat poverty. The serious escalation in insecurity in the 1990s, however, made it difficult for the Government to effectively implement the reform program.
The objective of the second structural adjustment operation, the Economic Rehabilitation and Recovery Loan (ERRL) in the amount of UA 10.0 million was approved by the Board on 13 June 2001. The main focus of the ERRL was to address the immediate post-war needs of accelerating economic growth, implementing structural reforms, including governance reforms and improving basic social services. The ERRL was designed to supplement the IMF’s Emergency Post Conflict Assistance and the World Bank’s Economic Rehabilitation and Recovery Credit. The ERRL was implemented as planned in a period of eighteen months, and was fully disbursed by June 2001 .
