Project General Description

The proposed intervention is for an AfDB loan not exceeding Euro 100.798 million to the Republic of Senegal to finance the Emergency Food Production Programme. It is a sector budget support prepared in accordance the African Emergency Food Production Facility (AEFPF). The budget support seeks to mitigate exogenous financial, economic, social and climatic shocks, as well as maintain the upward trend in cereal production observed in recent years, mainly by concentrating efforts on making the major inputs available to farmers (seeds and fertilizers). The programme is divided into three components: (i) Improving access to certified seeds and advisory support; (ii) Improving farmer access to fertilizers; (iii) Improving governance and implementation of public policies in the agricultural sector. It will be implemented over seventeen months, from July 2022 to December 2023.

Project Objectives

The programme’s overall goal is to strengthen the country's food sovereignty by reducing dependence on imports of basic cereals and horticultural food products. Its specific objective is to reduce the country's dependence on food imports in the short and medium term by increasing the production and productivity of basic cereals (rice, maize, millet) and horticultural products.

Beneficiaries

The programme will directly benefit approximately 750.000 small farmers (35% women) who will have secure access to good quality seeds and fertilizers. It will also improve the food security and nutrition situation of about 4 million people (52% women).
