Phase I of the Cities Modernisation Programme (PROMOVILLES) will entail providing regional capitals with infrastructure, building the capacity of local councils and laying the foundation for better control of municipal taxation such that councils can play their expected role in economic growth and improvement of the living conditions of the citizenry. The Bank’s involvement in this programme will be a continuation of the assistance provided through the Local Development Reform Support Programme - Phase I (PARDL-I). The duration of implementation of the programme is 4 years and its total cost, net of taxes and customs duties (NTCD), including physical and financial contingencies, is estimated at UA 108.51 million, or EUR 135.70 million. Programme implementation is expected to yield: (i) an improvement in the transport and living conditions of PA communities; (ii) enhancement of the technical capacity and financial resources of the municipalities; (iii) an improvement in working conditions for at least 130 women's groups; and (iv) improved employability for 1500 youths in the construction sector, with at least 20% being women.
Strategically, the goal of the programme is to contribute in boosting decentralisation to promote the economic and social development of the country. In sectoral terms, the programme seeks to increase municipal facilities as well as the financial resources of local councils. In specific terms, the programme will improve the following areas in selected cities: (i) the service quality of municipal road network and transport conditions; (ii) optimized management of municipal territories; and (iii) living conditions, night safety and vision, women's working conditions and youth employability.
The immediate project area (PA) of Phase 1 of the programme covers 13 municipalities, including 10 of the 14 regional capitals in the country. It has a population of about 2,103,128 inhabitants according to 2016 projections, or 14.21% of Senegal's population, and covers a surface area of 555.18 km2. The direct beneficiaries of the programme are users of transport services as well as the communities within the PA.
