The Dakar-Tivaouane-St. Louis Highway Project addresses the challenges of territorial connectivity and development of economic, mining, tourism and agricultural potential. This project appears in the Emerging Senegal Plan (PSE)’s Adjusted and Accelerated Priority Action Plan (PAP 2A 2019-2023), the reference framework for the country's economic and social policy over the mid- and long-term and is also aligned with the operations of Senegal’s technical and financial partners. It will be implemented over five (5) years and is structured around the following three (3) components: (i) Highway construction, including road structures, (ii) Integrated Facilities and Measures, (iii) Project Institutional Support and Management. The total project cost, including physical and financial contingencies, is estimated at UA 904.25 million, i.e., EUR 1139.24 million.
The project’s strategic objective is to improve territorial connectivity, accessibility, road safety and security and living conditions in PDAI and contribute to economic and tourism development as well as the development of oil and gas resources available in the project area. It will also help to meet the population’s needs by expanding trade between Senegal, North Africa and ECOWAS. 14. More specifically, the project aims to (i) improve levels of service on road links between Dakar and Saint-Louis; (ii) facilitate access in the project’s direct area of influence; (iii) reduce road accidents in the project direct area of influence (PDAI); and (iv) improve the living conditions of people living in the PDAI.
The main areas served which constitute the Project Direct Area of Influence (PDAI) are the regions of Dakar and Thiès, the Departments of Saint-Louis, Kébémer and Louga. The PDAI covers an area of 17,501 km2, i.e. 8.89% of the total area of Senegal and, according to estimates, had about 6,931,821 inhabitants in 2019, i.e. 42.76% of Senegal’s population. The proportion of women is 50.21%.
