This intervention concerns the Access to Water and Sanitation Services for Sustainable Resilience in Disadvantaged Areas Project. The project seeks primarily to: (i) establish safe and sustainable drinking water supply and sanitation services through new infrastructure operated in line with the policy of delegating public services to the private sector; (ii) implement a programme to prevent water-borne diseases and pandemics, including COVID-19; (iii) build resilience to climate change and improve governance by supporting the implementation of the IWRM programme and sector reforms; and (iv) support the implementation of a 9 th World Water Forum recommendation on resource mobilisation for projects. Concerning the rural water sub-sector, the project will contribute to improving the quality of the sector heritage to better secure the public water service entrusted to private operators within the framework of public service delegations. The project comprises four main components, including: A) secure access to sustainable water and sanitation services; B) health, nutrition and economic resilience; C) capacity building for climate change resilience and good governance of water, sanitation and hygiene services; and D) project coordination and management.
The overall project goal is to improve the quality of life of the population in disadvantaged peri-urban and rural areas in Senegal by providing them with sustainable access to safe drinking water, sanitation, and hygiene services so as to achieve the SDGs and build resilience to water-borne diseases and pandemics (including COVID-19) and climate change. The various activities planned will be implemented in line with the spirit and orientations of the 9th World Water Forum held in March 2022, which was considered as a “Forum of Answers”. The specific project objectives are to reduce disparities in access to drinking water, sanitation and hygiene in rural and semi-urban areas, particularly by: (i) constructing water supply and sanitation infrastructure and equipment; (ii) promoting hygiene to build sustainable resilience to communicable diseases, including COVID-19, and agro-pastoral activities; (iii) building institutional and sector stakeholder capacity; (iv) contributing to achieving one of the 9th World Water Forum’s core objectives of promoting resource mobilisation to finance concrete projects.
The project will directly benefit about 1,450,000 people, 51% of them women.
