The present project concerns the construction and operation of a 67.5 MW fuel-fired power plant in the town of Kounoune, 23 km east of Dakar. This is the first private sector project of the Bank in the energy sector in Senegal. Once completed, the Kounoune power station will make a major contribution to solving the problems of Senélec's energy supply deficit to domestic and industrial users. The project has three components, namely construction and the operation of a 67.5 MW diesel fuel station fueled by heavy fuel oil on the basis of a construction-ownership-operation (BOO) contract; the construction of a fuel supply pipeline (heavy fuel oil) linking the plant to the energy source and a substation linking the plant to the SENELEC network. The main economic benefit likely to result from this project is the increase in the level of electrification in the country, which should contribute to the expansion of Senegal's industrial sector.
The objective of the project is to increase the current level of power supply at a competitive cost in order to meet the growing demand for electricity in Senegal.
The beneficiaries of the project are mainly the Senegalese Government as well as SENELEC and its domestic and industrial users.
