Project General Description

The Support Project for Skills Development and Youth Entrepreneurship in Growth Sectors (PDCEJ) is based on the national priorities defined in the Emerging Senegal Plan (ESP) and the results of specific feasibility studies. The five-year project, designed and implemented in coordination with the private sector, will support the development of professional organizations in targeted sectors, with a view to improving competitiveness and productivity of firms in these sectors. It proposes a pragmatic approach based on the following three pillars: (i) the satisfaction of medium and long-term business needs in terms of technical skills, (ii) upgrading existing SMEs / SMIs; and (iii) the development of entrepreneurship or the self-employment of young people and women in growth sectors. The project includes two (2) essential components: (i) Support for skills development and enterprise competitiveness; (ii) Development of youth entrepreneurship. Its total cost, excluding taxes and customs-free, is estimated at UA 15.60 million.

Project Objectives

The overall objective of the project is to contribute to growth and employment through the improvement of the quality of the workforce, the competitiveness of enterprises and youth entrepreneurship in the growth sectors of industry and agriculture.

Beneficiaries

Eventually, the project will: (i) assisting 250 companies in the hydrocarbon and gas sectors, solar energy, agro-industry and hides and skins; (ii) train at least 2,000 young people, 50% of whom are women in the oil related trades and who will be directly integrated into the companies that have expressed these needs; (iii) give vocational training to more than 40,000 young people and women over the duration of the project promoting the professional integration of at least 35,000 young people and women (direct and indirect jobs) and (iv) incubate more than 3,000 young people and women generating more than 700 Start ups providing at least 1,000 jobs. In total, the project provides support for 250 companies and 700 start-ups from incubation centers in growth sectors. And the direct beneficiaries for skills development are estimated at 40,000 young people, and women, generating 36,000 jobs.
