The proposed intervention involves a TSF Pillar I grant of UA 9.7 million to the Republic of Chad from the resources of the Transition Support Facility (TSF), to finance the Support Project to Develop Microfinance for Women and Youth Entrepreneurship (PDMFI/FJ- Phase 1). The project will provide systemic support to the microfinance sector and the entrepreneurial ecosystem by prioritizing key aspects that will improve the quality and relevance of innovative financial services to women and youths in the rural areas. The aim is to facilitate the access of vulnerable groups to innovative and secured financial and non-financial services through digital transformation, and to promote women's economic empowerment and youth entrepreneurship in the country's rural areas. The project will be implemented over five (5) years. It has three components: (i) improve the supply of microfinance services and develop digital finance; (ii) improve the demand for financial services and strengthen the entrepreneurial ecosystem in rural areas; and (iii) project coordination and management.
Designed using a multi-phase programme-based approach, the project aims to facilitate access to innovative and secured financial and non-financial services, including digital services, for vulnerable groups to promote the economic empowerment of women and youths. More specifically, the project seeks to (i) build the financial service supply and demand capacity of stakeholders; (ii) improve the access of vulnerable groups to sustainable socio-economic and financial services, (iii) develop the managerial and productive capacity of women and youths who own VSEs/SEs and IGAs and (iv) contribute to the development of new digital financial services.
The project will cover N'Djamena and the following 8 out of 23 provinces in Chad: Chari Baguirmi, Borkou, Kanem, Mandoul, Lac, Sila, Ouaddai and Wadi Fira. The project beneficiaries fall under four categories: (i) low-income women and youths in Chad working as IGAs or SEs/VSEs (formal or informal) in the agricultural sector or having projects in the sector; (ii) associations, women/youth groups or cooperatives institutions investing in productive sectors (light industry, agro-processing, agriculture-based activities, forestry, livestock production in high-potential value chains and services) in provincial/rural areas that are underserved by formal financial institutions; (iii) financial service providers (FSPs) operating in the project intervention areas; and (iv) project beneficiaries (both government and non-government institutions).
