Project General Description

The present assistance operation is relative to an emergency humanitarian assistance for the fight against the cholera epidemic. It was initiated because of the inadequacy of the performance of the warning system on epidemic trends during the 2011 cholera outbreak. The need for emergency assistance resides in: i) the urgent need to strengthen immediately the epidemiological surveillance system; (ii) capacity building of rapid response teams; and (iii) building a safety stock of interventional materials and medicines. The present assistance operation of the African Development Bank Group should enable Chad to reinforce its preventive mechanism to contain the upcoming crises. This assistance is therefore part of humanitarian relief for the adoption of reasonable measures where a disaster is imminent. The Bank Group's contribution to this humanitarian assistance will be USD 945,000 net of taxes. The aid should cover three components: (i) acquisition of medicines, consumables and "IEC" materials (leaflets, posters, image boxes); (ii) technical and logistical assistance; and (iii) strengthening the epidemiological monitoring system.

Project Objectives

The main objective of the humanitarian aid is to contribute to the elimination of cholera in Chad through: (i) improving the management of cholera cases through the availability of essential medicines, medical equipment, training / retraining of medical staff, deployment support for additional medical staff; (ii) reducing transmission through improved sanitation and access to safe drinking water in cholera treatment centers and at the community level; (iii) reducing transmission by improving awareness for behavioral change in the population at risk; and (iv) improvement of formative supervision, monitoring and evaluation.


The main beneficiaries of the emergency aid are the sick people, estimated at about 17045 cases (about 0.15% of the population) distributed in 15 regions of the country: Batha, Barh El Gaza, Chari-Baguirmi, Guera, Hadjer Lamis, Lake, Kanem, Logone Occidental, Logone Oriental, Mayo-Kebbi-East, Mayo-Kebbi-West, N'Djamena, Ouaddai, Salamat and Tandjilé. To this number must be added the immediate relatives of the sick, about 170,000 people and the populations to be sensitized (about 2 million). In total, 2.2 million people are concerned by the emergency assistance.
