The Governance Reform Support Programme (PARG I) is designed because of the need to strengthen good governance in order to allow Chad to optimise its economic management and social development during the petroleum era. The PARG I (2005-2007) aims to contribute to the emergence of effective governance. It is consistent with the National Poverty Reduction Strategy and the Government’s medium-term programme for 2005-2007 backed by the supported by the Poverty Reduction and Growth Facility (PRGF) of the International Monetary Fund (IMF). Otherwise, the programme actions that seek to improve the efficacy of the public service, improve management of expenditure in priority sector ministries, strengthen the security of persons and goods, should contribute to the economic and social well-being of the population. In addition, the improvement of the macro-economic situation, actions implemented under the framework of reform of the justice system and strengthening security should be beneficial to the private sector. The PARG I comprises the following three components: (i) improve efficacy of the civil service; (ii) improve procurement management; and (iii) strengthen rule of law, transparency and participation.
The Goal of PARG I is to support poverty reduction efforts as outlined in the Government’s letter of Development Policy for 2005-2007, through good governance. Its specific objective is to contribute to the emergence of effective good governance in government, public procurement and rule of law.
The structures that benefit from institutional support are: the DGMP or OCMP and the CC (public procurement component), the CESRAP and the Ministry for Civil Service Affairs (civil service component) and the Ministry of Justice, the Ministry of Social Action and Family, the Ministry of the Interior, Security and Immigration, and the Ministry for State Oversight and Moralization and SENAREC (rule of law, participation and transparency components). In all, these institutions lack human, financial and material resources. In addition, actions under this program should have an impact on the private sector.
