Project General Description

The present programme is relative to the Institutional Support Component of the Governance Reform Support Programme (PARG 1). This institutional support aims to build the institutional capacity of government structures involved in the Governance Enhancement Support Programme (measures targeted by reforms support), thereby facilitating the implementation of a number of key reform measures. The PARG is designed because of the need to strengthen good governance in order to allow Chad to optimise its economic management and social development during the petroleum era. This programme is consistent with the National Poverty Reduction Strategy and the Government’s medium-term programme for 2005-2007 backed by the supported by the Poverty Reduction and Growth Facility (PRGF) of the International Monetary Fund (IMF). Otherwise, the programme actions that seek to improve the efficacy of the public service, improve management of expenditure in priority sector ministries, strengthen the security of persons and goods, should contribute to the economic and social well-being of the population. In addition, the improvement of the macro-economic situation, actions implemented under the framework of reform of the justice system and strengthening security should be beneficial to the private sector. The PARG 1 comprises the following three components: (i) improve efficacy of the civil service; (ii) improve procurement management; and (iii) strengthen rule of law, transparency and participation.

Project Objectives

The purpose of institutional support is to support the Government's poverty reduction efforts through the adoption of good governance measures. The objectives of the program are to contribute to the effective implementation of PARG 1 by strengthening the structures responsible for its implementation.

Beneficiaries

The beneficiaries are: the High Interministerial Committee (HCI), the Program Implementation Unit (PIU), the State, the public administrations, the Chadian people, the disadvantaged and vulnerable groups.
