The present intervention concerns the Technical Assistance and Capacity-Building Project to Prepare Chad for the Completion Point of the Heavily Indebted Poor Countries Initiative (PATRC/IPPTE). It aims to improve the governance of public finances with a view to contributing to the achievement of the country's development objectives and particularly to facilitate the achievement of the HIPC completion point. This project is aligned with the first pillar of the Country Strategy Paper (CSP), 2010-2014: “Promote good governance in the public sector” as well as the second pillar of the CSP, 2015-2020: “Promote good governance for more effective public action and a more attractive economic framework”. The project is also consistent with the 2010-2014 Results-Based Country Strategy Paper (RBCSP) for Chad. The main components of the project are: (i) capacity building to improve the fiscal resource mobilization effort; (ii) capacity building in debt management; and (iii) capacity building in public procurement.
The Support to the Initiative of the Heavily Indebted Poor Countries Project (IPPTE) aims, on the one hand, to strengthen institutional and human capacity, including the efficiency and transparency of public procurement, as part of Chad's completion point preparation process; and on the other hand, to promote optimal and continuous debt management after reaching of completion point.
The Government of the Republic of Chad is the main beneficiary of this intervention.
