Project General Description

The proposed operation concerns the award of a grant of UA 7.07 million from the resources of the African Development Fund (ADF) to the Republic of Chad to finance the Economic Governance and Extractive Sector Support Project (PAGESE). PAGESE has been designed in harmony with the Transition Roadmap, whose three strategic axes are: (i) strengthening security and defence; (ii) organizing dialogue, consolidating social peace and national unity; and (iii) strengthening good governance and the rule of law (including the modernization of public finances). The project aims to support the country in gradually reducing several drivers of its fragility, particularly those related to the economic situation, in the context of the end of the Covid-19 crisis and the impact of the war in Ukraine. The main reason for the Bank's intervention is the need to continue to strengthen the resilience of Chad, which remains a fragile state. The project has three (3) components: (i) Strengthen fiscal policy effectiveness; (ii) Strengthen extractive sector governance; and (iii) Project management support. It will be implemented in 48 months on the national territory of Chad.

Project Objectives

The overall objective of PAGESE is to contribute to capacity building in terms of the effectiveness of fiscal policy and extractive sector governance, to create enabling conditions for emerging from the situation of fragility. The specific objectives are: (i) to improve fiscal policy implementation skills; (ii) to contribute to improving the quality of public investment spending; (iii) to strengthen oversight practices, particularly in terms of auditing; and (iv) to improve governance and transparency in the extractive sector by ensuring its compliance with international standards.

Beneficiaries

The direct beneficiaries of PAGESE will be the Ministry of the Economy, Development Planning and International Cooperation (MPDCI), the National Public Investment Management Commission (CONAGIP), the General Directorate of Taxation (DGI), the National Financial Investigation Agency (ANIF), the Accounts Chamber, the Public Procurement Regulatory Authority (ARMP), the Chad EITI Secretariat, the Ministry of Petroleum and Energy as well as the Ministry of Mines (through the Chadian Mining Sector Development Support Project – PADSMT - and the National Mining and Geology Company – SONAMIG), whose technical capacity will be strengthened by the project. Indirect beneficiaries of PAGESE will be Chadian taxpayers and citizens, who should witness an improvement in budgetary efficiency and enjoy better access to basic services. Finally, targeted beneficiaries also include the 300,000 artisanal and small-scale miners, especially young people and women, who will benefit from the capacity building offered by the Ministry of Mines in the Mayo Kebbi and Guera regions.
