Project General Description

At appraisal, education was one of Togo’s priority sectors. Sector diagnosis results in the 1980s (1987 to 1989), when compared with demographic data (natural growth rate, birth rate, mortality rate and standard of living), showed sharp disparities in various indicators including: (i) number and distribution of schools by prefecture and by region; (ii) enrolment by school, by prefecture and by region; (iii) enrolment ratio by prefecture and by region; (iv) girls’ enrolment ratio by prefecture and by region; and (v) distribution of teaching staff by category, qualification and gender. Hence, the Government sought the assistance of some privileged partners, such as the ADB Group, to improve the internal and external efficiency of its education system so as to bring about sustainable social development that guarantees effective poverty reduction for a significant segment of the population.

Project Objectives

-Improve the quality and efficiency of primary education in the Central Region with emphasis on promoting girls participation; -Strengthen and enhance the quality of technical and vocational education by restructuring existing technical colleges (CETs) established by the ADB and opening them up to new market and labour opportunities.

Beneficiaries

Infrastructure constructed and equipped with project resources reinforced education activities for the communities in certain rural areas. In general, gender issues are factored into project activities. The sensitization of girls on primary, technical and vocational education has substantially contributed to gender equality and women’s empowerment. The construction of many classrooms promoted access to education for children, including young girls. Furthermore, the increase in classrooms/workshops led to the recruitment of more teachers, including female teachers.
