Project to Build Institutional Capacity in Economic and Financial Governance (PARCI-2) is designed as part of a program developed by the Togolese Government to improve economic and financial governance. It's a continuation of PARCI-1 and aims at completing the institutional reforms undertaken, consolidating the gains achieved and launching a new series of institutional reforms. Indeed, PARCI-1 has particularly supported the Government in the implementation of its capacity building program for control and budget monitoring structures. More specifically, it has had satisfactory results in particular on: (i) improvement of budget management, in this case the preparation and execution of the budget, (ii) strengthening of the prior control, and (iii) strengthening of the in charge of preparing the PRSP and monitoring its implementation. At present, PARCI-2 consists of consolidating the integration and modernization of public financial management as well as strengthening domestic resource mobilization capacities and the integrity of the public financial management system. The project mainly includes support for structural and institutional reforms, training, financing of IT equipment, office automation and logistics.
The goal of the project is to increase transparency and integrity in the management of public finances. Its purposes are to complete the integration of Public Finance and Strengthening Domestic Resource Mobilization Capacity and strengthen the integrity of the Public Finance Control and Audit System.
The beneficiaries of the project are: (i) Togolese State as a whole, which should see its operating structures strengthened, its institutional capacities improved, its resources increased and its domestic debt under control; and (iii) the indirect beneficiaries of the Project, which are the private sector; (iv) commercial and service companies.
