The agribusiness governance and promotion support program (PAGPA) was designed as part of Togo's strategy to strengthen the resilience and exit of the fragile situation through the structural transformation of the agricultural sector. This program, by concomitantly supporting the substantial increase in domestic resources, improving the climate of private investment and strengthening the governance of the agricultural sector should allow to provide Togo with the financial and technical capacity to implement its agricultural policy, a vector of sustainable and inclusive growth. In addition, the measures of PAGPA will lay the groundwork for a structural transformation of the economy, particularly at local and regional level. The program is structured around two components: Component A) Supporting the improvement of the environment for private investment and the promotion of agribusiness: this first component aims to implement the reform measures intended to put in place effective mechanisms and a business environment conducive to the development of agribusiness; Component B) Support for Strengthening Internal Resource Mobilization and Optimizing Public Investment Management: This second component aims to strengthen domestic resource mobilization and streamline the management of public investments to address the infrastructure gap in the agricultural sector and improve the attractiveness of private investors in agribusiness.
The main objective of the program is to contribute to creating the conditions for inclusive economic growth. Its specific objectives are to support the development of an investment climate conducive to the development of agribusiness in a context of increased capacity to mobilize domestic resources to support the required public investments.
The direct beneficiary of PAGPA is the Ministry of Economy and Finance through the financing of the national budget. Indirectly, the program will benefit the entire Togolese population.
