Management hereby submits this report and its recommendation on a proposal to award a UA 2.5 million grant and a UA 8 million loan from the African Development Fund (ADF) to the Republic of Togo to finance the Governance and Private Sector Development Support Project (PAGDSP).
The project will help to improve the quality of life for the people of Togo by contributing to the establishment of a favourable institutional environment for implementing the new “Togo 2025” roadmap. PAGDSP will provide multi-faceted support focused on (i) strengthening the capacity to mobilise internal and external financial resources; (ii) improving gender-sensitive budget programming and strengthening the integrity of the expenditure chain; (iii) supporting transparency and accountability in public finance management; and (iv) bolstering the private sector’s capacity to increase its contribution to financing the economy.
The project’s direct beneficiaries are the government institutions/agencies in charge of internal resource mobilisation, public expenditure planning, public procurement management, public finance control and audit, as well as public and private institutions in charge of private sector development. CSOs involved in the fight against corruption are also beneficiaries of the project. The institutional capacity of beneficiary institutions will be strengthened notably through training and support, as well as the provision of high level technical assistance and modern working tools.
