Project General Description

The proposed operation concerns a UA 2.5 million grant and a UA 8 million loan from the African Development Fund (ADF) to the Republic of Togo to finance the Governance and Private Sector Development Support Project (PAGDSP). The Bank's involvement is mainly informed by the need to continue strengthening the resilience of Togo, which remains in fragile situational though in the early stage of transition from fragility. PAGDSP will provide multi-faceted support focused on(i) strengthening the capacity to mobilise internal and external financial resources; (ii) improving gender-sensitive budget programming and strengthening the integrity of the expenditure chain; (iii) supporting transparency and accountability in public finance management; and (iv) bolstering the private sector’s capacity to increase its contribution to financing the economy. The project will help to improve the quality of life for the people of Togo by contributing to the establishment of a favourable institutional environment for implementing the new “Togo 2025”roadmap. PAGDSP implementation (January 2022 -December 2025) will enable the Bank not only to consolidate the gains of the PFM system strengthening, but also to broaden its support for the government’s private investment promotion measures.

Project Objectives

The project’s overarching objective is to help improve the quality of life of the people of Togo by creating an institutional environment conducive for accelerating the implementation of the new “Togo 2025” roadmap for a strong, sustainable and inclusive economic growth. PAGDSP will provide multi-faceted capacity building support, with a strong focus on(i) the digitalisation of public finance management, and private sector promotion; and (ii) the targeted development of relevant skills. The project’s specific objectives are to (a) strengthen the capacity for mobilising internal and external financial resources; (b) improve resource allocation and strengthen the integrity of the expenditure chain, as well as gender-sensitive budgeting; (c) strengthen transparency and the fight against corruption; and (d) promote and develop the private sector.

Beneficiaries

The project area encompasses the whole of Togo. PAGDSP’s main direct beneficiaries are government institutions responsible for domestic resource mobilisation, programming, and budget management control; civil society organizations (CSOs); and institutions in charge of private sector promotion. All the beneficiary institutions will be strengthened through the acquisition of working tools adapted to their missions, high-level technical assistance, and tailored training programmes. Overall, the project will benefit the entire Togolese population through the development of an institutional environment conducive to strengthening the efficiency of public spending and the development of private initiatives for inclusive growth capable of creating decent jobs, particularly for women and youth (women and men), thereby facilitating sustainable poverty reduction.
