Project Objectives

The objective of the Government's Industrial Rehabilitation and Trade Adjustment Programme (IRTAP), as described in detail in Chapter 3.4, is to support the broadening of the Economic and So- cial Action Programme (1989/90-1991/92) through reforms in the trade regime, financial sector and restructuring and rehabilitation of the industrial sector. IRTAP is intended to enhance efficiency in indus- try, trade and finance inorder to achieve manufacturing output of 6.0 per cent per annum, export volume growth of 11.0 per cent per annum and adequate flow of credit to private productive sector by 1991/92. The proposed Bank Group loan and the finnish grant will support the policy reforms by contributing to the external financial require- ments of the IRTAP, particularly to the foreign exchange availabi- lity for imported industrial inputs.
