Project General Description

Transport Sector Support Program (TSSP) comprises interventions in roads, rail and air transport sub-sectors in the country. These interventions have been identified as transport sector priorities to support Tanzania’s economic development. The project has a wide coverage with interventions in the northwest, southwest and east of the country where it will improve access to schools, health facilities, markets and other social amenities thereby further supporting inclusive growth. In the roads sub-sector, it is intended to upgrade 410km of gravel roads to bitumen standard on the mainland; rehabilitate 31 km of paved roads and upgrade 21km of gravel roads to bitumen standard on Zanzibar Island and conduct feasibility and detailed design studies of roads for pipeline development. In the railway and air transport sub-sectors, the project has study components to develop a Railway Master Plan and the feasibility and detailed design for the Msalato Airport in Dodoma and Pemba Airport in Zanzibar, combined with Zanzibar Airport Master Plan studies. The total cost of the project amounts to UA 275.11 million to be implemented over a five year period including the Defects Liability Period.

Project Objectives

The sector goal is to contribute to socio-economic development, poverty reduction and regional integration through an improved transport system that links centres of economic activity. The project specific objective is to improve transport infrastructure in Tanzania Mainland and Zanzibar to reduce vehicle operating costs and travel times on the target road links and to promote regional integration through improved transport services.

Beneficiaries

The immediate beneficiaries of the project include farming communities in the Tabora, Katavi and Ruvuma Regions of northwest and southwestern Tanzania Mainland where about 90% of the population is engaged in agriculture, and where the road network remains relatively underdeveloped compared to the rest of the country. The road improvements will provide access to agricultural products in the regions and thereby spur growth in productivity. In Zanzibar, the road improvements will benefit communities engaged in the tourist and agriculture sectors. Under the Social Infrastructure component, the project will provide sanitation facilities at hospitals, schools and markets, fish drying and bee keeping facilities, upgrade of access roads to hospitals, and construct a jetty for fishing communities in Zanzibar.
