The purpose of the project is to support the United Republic of Tanzania in its efforts to implement reforms that will eventually contribute to the promotion of good governance. It has two components. The first component provides for the provision of support to the Public Financial Management Reform Program in Mainland Tanzania, specifically to the procurement component. In this regard, the project aims to contribute to the establishment of a transparent and professional public procurement system. The second component is to support the Zanzibar Reform Agenda for Good Governance, with the ultimate goal of assisting the Zanzibar Revolutionary Government to improve the judiciary and the management of public finances.
The sector goal of the project is to help accelerate economic growth and reduce poverty in Tanzania. The objectives are: (i) improve the management of public finances in general and, specifically, contribute to the establishment of a transparent and professional public procurement system; (ii) enhance the efficiency of the legal sector and the judiciary, and iii) strengthen good corporate governance practices.
The beneficiaries of the project are the ministries and institutions actively involved in the areas of good governance. Mainly, the Central Procurement Directorate (BTC) with regard to the first component. For the Zanzibar component, the institutions that will benefit from the project include the Attorney General's Office, the Prosecutor's Office, the Office of the Registrar General, the Comptroller General and the Auditor General.
