The Kabale-Lake Bunyonyi/Kisoro-Mgahinga Road Project is aimed at paving two road links in South-western Uganda: Kabale-Lake Bunyonyi-Kabeho circuit and KisoroMgahinga Park Gates road. The road links have been prioritized in the National Development Plan 2020/21-2024/25 for upgrading to facilitate development of tourism and enhance accessibility to the area. While South-western Uganda region is endowed with unique environment and various wildlife, which are a great attraction to tourists, most of its road network is still unpaved. Given the wider economic multiplier effects of tourism to secondary sectors of transport and services, this intervention is critical to increased market development, job creation and advancing social inclusion. The project entails upgrading to bituminous standards 34km of the roads, construction of four landing sites on Lake Bunyonyi, construction of two roadside markets, farm produce holding facilities, and provision of two ferries, including two search and rescue boats, complete with navigational aids (NAVAIDS). Other components of the project include: Technical Assistance (TA) to support the Ministry of Works and Transport (MoWT) to strengthen its road safety regulatory function and support Uganda National Roads Authority (UNRA) to implement Inland Water Transport (IWT) aspects of the project. The project shall be implemented over a five (5) year period (2021-2025). The estimated cost including contingencies net of taxes is UA58.32 million to be jointly financed by the African Development Fund (85.7%) and the Government of Uganda (14.3%).
The development objective of the project is to facilitate growth of tourism and socioeconomic development in the South-western Uganda region through increased tourist earnings and attraction of private investments in tourist related hospitality facilities and agricultural ventures. Specific objectives of the proposed project are to: (i) Improve transport connectivity by enabling seamless intermodal connection of the road infrastructure with inland water transport (IWT) on Lake Bunyonyi, thereby enabling; safe access to social and economic activities on the various islands by the local communities; and, (ii) Contribute to improved agricultural supply chain efficiency in the districts of Kabale, Rubanda, and Kisoro in South-western Uganda.
The project will directly impact over 1million people through improved access and connectivity to schools, hospitals, markets and tourist facilities. The project beneficiaries (farmers, school children, hoteliers, etc.) will have representation in Project Steering Committee (PSC) and Grievance Redress Committee (GRC) to monitor the compensation process and implementation of works.
