Project General Description

The Project 2 of the Food and Nutrition Insecurity resilience Program in The Sahel (P2-P2RS) is part of the Bank's long-term commitment to build the resilience of Sahel populations under the P2RS Programme. The project will target the most vulnerable households, in particular small producers, herders, fishermen and agro-pastoralists, taking into account specificities relating to gender, age and vulnerabilities (displaced persons). By adopting a territorial approach through municipalities, and paying attention to cross-border areas, the project seeks to provide responses to vectors of social fragility (poverty, farmer/herder conflicts, youth and women unemployment, child malnutrition, forced displacement, etc.). Also, the project will contribute to strengthening regional integration by targeting cross-border areas and enabling CILSS countries to jointly address some regional security issues. The project has four main components, namely: (1) strengthening climate change resilience of agricultural, silvicultural, pastoral and fisheries production; (2) development of agricultural, silvicultural, pastoral and fisheries value chains; (3) support to regional institutions (CILSS, PAAGGW, CCRS) to build adaptive capacities in the Sahel and (4) programme coordination and management.

Project Objectives

The objective is to contribute to improving living conditions and food and nutrition security of the populations in the Sahel and West Africa. It aims to: (i) sustainably increase productivity and agricultural, silvicultural and pastoral production; (ii) increase income from agricultural, silvicultural, pastoral and fisheries value chains; and (iii) build the adaptive capacity of populations through better control of climate risks and contribute to climate change mitigation.

The project will primarily target the most vulnerable households, in particular small-scale producers, herders and agro-pastoralists and artisanal fishermen. It will cover 97 municipalities in the 6 project countries and will directly reach 1,384,000 people, including 692,000 women (50%), with a focus on displaced populations (dedicated indicators). The indirect beneficiaries will be 5,695,000 by considering the households of the beneficiary farmers as well as the regional activities conducted by CILSS, CCRS and PAAGGW.
