Project General Description

The proposed project concerns the development of the Pointe-Noire-Brazzaville-Bangui-Ndjamena multimodal transport corridor. This involves ADF financing of 207.92 million Units of Account and TAF (Pillar I) financing of 1.50 million Units of Account in the form of a grant to the Central African Republic for the implementation of the first phase. The corridor thus determined is part of the Central African Consensual Transport Master Plan (PDCT-AC), adopted under the aegis of the Economic Community of Central African States (ECCAS). Thus structured, the project will have a combination of road and river components on the section linking Pointe-Noire to Bangui via Brazzaville and will lead to the diversification of the corridors for improving the accessibility of landlocked countries in the sub-region (CAR and Chad) and opening them up to the sea. It will enhance regional integration, particularly by fostering the implementation of the continental free trade area. The gradual approach adopted will make it possible, during Phase 1 in CAR and Congo and, through a combination of river and road infrastructure, to ensure the flow of traffic: (i) on the road portion of the corridor pending the completion of a fully asphalted link with neighbouring Congo down to the Pointe Noire Port via Brazzaville, and also (ii) on the river route linking the two countries on the Congo River and its Oubangui tributary. The total cost of Phase 1 of this project is estimated at UA 391.55 million, equivalent to XAF 308.16 billion.

Project Objectives

The development objective of the project is to contribute to the improvement of the inter-state road and river transport system and the promotion of intra-regional trade in Central Africa. Its specific objective is to help improve the quality of service offered by the road and river transport logistics chain on the Pointe-Noire-Brazzaville-Bangui-Ndjamena corridor, as well as the living conditions of the inhabitants of the area.

Beneficiaries

In Congo, the project area crosses the Sangha Department, whose capital city is Ouesso, and the Likouala Department. The road crosses five districts comprising Ouesso, Mokeko, Dongou, Enyellé and Bétou. Sangha has a population of 85,738 inhabitants, or 2.3% of the total population of Congo. Likouala is home to 154,115 people, or 4.2% of the country’s total population. Women account for an average of 66% of this population. In CAR, the project is located entirely in the departments of Lobaye, Ombella M'poko, Ouham and part of Ouham-Pende. The population of the project’s direct impact area is estimated at 126,448 inhabitants, comprising 55,654 men and 70,794 women. The main beneficiaries of the project are (i) farmers, who find it difficult to obtain inputs and market their products due to poor road conditions; (ii) women and young people in the project impact area (PIA) who will benefit from the income-generation and social inclusion activities; and (iii) road and river transport operators.
